Ocean Diner in Hermosa Beach has reopened after being shuttered for three months, though the outdoor dining allowed under coronavirus health rules won’t be a boon to the restaurant, its owner said.

Buffets aren’t around now thanks to the pandemic, but with several new restaurants serving everything from ramen to daily-made doughnuts to Angus burgers coming to a new plaza at a long-standing Manhattan Beach mall, it could feel like you’re at an outdoor smorgasbord this summer.
